DHCP ip conflicts on win98

I have recently moved to a new building and am now receiving IP conflicts on my 98 machines. All of my other systems running 2000 server and windows xp do not receive these IP conflicts. Since they are for students, I am running Fortres 101 on them. In the new building, everything connects to a cisco 6509. DHCP is on a windows domain on a 2000 server. I have reconciled the database many times, increased the lease times, and set the server to ping before giving an address and I still get the IP conflicts. Roughly 20 a day. The strangest thing about it all is that two machines will have an address and then after being up and not being used for roughly an hour then they will receive ip conflicts from one another.
