DHCP fails after subnet move over

We are trying to streamline our network and the old admin had two networks running. The main DC, DNS, and only DHCP server was moved over last night. For some reason people could not obtain a lease from it.

If I hard code my address everything works fine. The server had an event id of 1056 and 1059 and 1044. We fixed 1056 using microsoft's website.

The new address is listed in authorized servers, but still no computers could get an IP address.

Any thoughts would definitely be appreciated.
 
Is the service up or down (check for green or red arrow next to the server icon)? Is the server authorized in active directory? Is the scope active?

With the client on a fixed IP, can you ping the DHCP server? Is the DHCP server on the same subnet? If no, do you have bootp enabled on the router?

Service is up, authorized and the scope was active. I could ping the DHCP server if I had a static IP. It is on one subnet (10.x.x.x) handing out another subnet (192.168.0.x). What does enabling bootp on a router do exactly? Is that allowing certain ports through or something all together different?
