Windows Server 2003 R2 single domain controller running DHCP. I want to be able to start the DHCP service as a domain service account. Can this be done without giving the service account Enterprise Admin rights? If so, where can I find a list of the permissions that the account will need?

Currently the account is a member of Server Operators and Account Operators groups. It has log on locally and log on as a service rights on the domain controller. That does not seem to be enough.

Thanks!

The prerequisite for authenticating/administering DHCP services is membership in the Enterprise Admin group (this is by design). I don't think you can work around this.
