DHCP Assign different subnet

I have a client that wants to have 10.5.0.223 as the address on interface eth1. He wants to have DCHP bound to eth1 and have it hand out addresses in the 74.204.0.0 subnet. Is this even possible? Any help is greatly appreciated.
 
74.204.0.0 ... sorry but that is a NO GO, that does not fall into the private network ranges, e.g. 10.0.0.0 – 10.255.255.255, 172.16.0.0 – 172.31.255.255, and 192.168.0.0 – 192.168.255.255...

In order for the DHCP server to be able to service the 74.204.x.x subnet, it would have to be either physically connected to this network segment (ie have two network interfaces on the server one with 10.5.x and the other 74.204.x)
OR
The server has to be able to route the DHCP requests to the 74.x network using a router.

As an aside question, since you are connecting your DHCP server on a private 10.x network, is this network segment NATed behind the 74.x network?
