DFSutil fails with RPC Error

I am trying to create a mirror of our DFS root as documented by Microsoft

I am running the command
dfsutil /root:\\server1\DFSRoot /importroot:\\server2\DFSRoot /mirror

this ends with :-
System error 1722 has occurred.
The RPC server is unavailable.

The RPC server service is running on both machines.
Any pointers greatfully recieved.

RPC server is unavailable typically means 1 of 3 things:

1. DNS/name resolution failure
2. port 135 is closed
3. The RPC locator service is disabled and stopped (or RPC service itself)


any routers in the middle?
