DFS/FRS/MCSC or Whatever??????

I am trying to come up with a solution that would allow me to have two servers serving as an app server and if one goes down the other remains up. Higher ups are not exactly wanting to set up active directory in order to take advantage of DFS replication. Here is what I have to work with:

2 Compaq DL380 Servers to serve as the App Server/Dfs/FRS/cluster or whatever and the higher ups don't want to spend any additional money. (go figure)

Does anyone have any really good solutions that I can propose/research/test/etc.?

My suggestion would be to look at using the network load balancing feature of Windows 2000 Advanced Server if no more $$$ are going to make it your way. As far as ways of keeping data sync'ed between the machines on the cheap, you may want to take a look at a program like robocopy. There are many ways to do what you propose, but all will differ soemwhat based on the type of application server you are lookign at, as well as dollars of course...
