DFS - Can't create namespace

I have a domain with 3 DCs. 2x2003 server and 1 2008r2.

I am trying to set up DFS on the 2008r2 server. When i try to create the namespace i get the namespace can not be created b/c the domian controller can not be contacted. Everything in my domain is working with no problems.

The PDC emulator is running on one of my 2003 servers. I am not sure if that matters.
