device not functioning

I have a 7 workstation peer-peer network that is having a problem with one workstation not being able to access the network due to the NIC failing to start. I have tried removing it and reinstalling it and also have changed slots , and reinstalled the driver several times. The NIC in question is a Netgear FA310TX.
The Error that I get in event viewer is "The Netgear card driver failed to start due to a device attached to the system is not functioning. ERROR CODE:7000.
 
Check the following:
1) Is NIC's link LED flashing when the box is ON? If not - it's a hardware problem.
2) Make sure, that there is no IRQ conflicts;
3) Download the latest driver for NT4;
4) If all seems to be OK, try to go to regedit, and remove all the instances of Netgear and/or FA310TX from registry; if you have a track (of which I doubt) of all the files installed by the driver into system/system32, remove (save) them; sometimes, the new installation picks up old "bad" settings.
5) Reinstall the driver.
6) Change the PCI slot.
7) As a last resort, reinstall the system with Netgear NIC in it; as bad as NT4 is with changing devices, as good is it when you do a fresh install with a new NIC.
