Device Manager not loading

Just inherited a new server and when I try to load device manager I get a window with the following error
"Navigation to the webpage was cancelled"
I have tried loading using the run command "devmgmt.msc"
I have tried loading by opening MMC and loading the snapin. I have checked the running services and the Plug and Play service is running.
I have scanned the system for infection, and no infection is found. That does not mean there wasn't one at some point. But there is not one now.
