Development of MTS Components

I need some advise on developing for MQSeries Server using MTS.

How would one create an environment (using W2K) so that one could develop Server Components on a client machine. In other words do I have to install MQSeries Server on a development box with Visual Studio installed on it, or can I write the code without having the MQServer installed locally and deploy and test it on a server later?

I am a beginner at this so please help.
