Hi, I am a graphic designer hoping to make a pitch for a large entity and I need documentation regarding functional specs, testing documentation, a client manual, and systems documentation.

does anyone have any tips or websites or books I could go to.

There is a book from Microsoft Press called Software Requirements by Karl E. Wiegers that I find helpful.
 
For capturing, editing and annotating the forms, menus, etc. you can't do better than SnapIt 7.0 ( It's especially good now that it is a COM enabled application so you can automate the captures. It even supports scrolling windows so you don't have to "merge" partial captures. It also handles some simple video captures.

For less than $40 US, you can't find a better product. Note: I am not a salesman, just a VERY satisfied customer.
