Developer Edition vs Desktop edition

Does anyone know the difference between the Developer Edition vs Desktop edition? Thanks

As I understand it the Developer edition is a complete fully functional copy of SQL server that can only be used for development, i.e., the LICENSE explicitly forbids using it in a production environment. The Desktop edition is the runtime portion of SQL server, i.e., there are no tools, like Enterprise Manager, included. The Desktop edition used to be called MSDE (Microsoft Data Engine). MSDE is apparently a free piece of software.
You can apparently use the tools from the SQL CD.
It seems to me that this would be breaking licensing rules, am I right? This solution was spec'd for client sales. Dodgy?
