Developer 6i - debug option

I am trying to run in a debug mode specifying debug=yes on the execution line. I also made a debug fmx on the form I want to debug. On execution, I have to go through other forms prior to the one I want ... (menu driven).
When I execute, I get FRM-41841 'Use the debugger-enable executable if using debug=yes. Do I have to go into forms and set each form up as a debug fmx?
