Determin Geographical location of IP address

I am using apache on a Win 2000 server and can't find any programmes out there that will allow me to determin the geographical location of an IP address so that I can pass a variable which will filter certain adverts for certain countrys.
Is there such a program that will allow me to make a php call on the win 2000 serve and get the results I require.

I've seen answers to this type of question which recommend basing your filter on the type of domain.

.uk = United Kingdom, etc.

Not sure about filtering by IP address, but I think that's not possible.

but i think easier would be to use the gethostbyaddr($ip) function and resolve the tld from the hostname
