Detecting Western Digital SATA with XP

So I was installing Ubuntu on my family's dell computer and during the partition I ran into some problems. It already had Dell Utilities and Dell Recovery partition. It said I couldn't have more than 4 primaries, so I just thought I would delete Utilities because I figured it would be useless. Turns out after that I couldn't mount them correctly to partition, so I rebooted to do it in Windows. It immediately gave me a screen that said "File is corrupted or missing: <WINDOWS>/system32/hal.dll" I thought, perfect.

So it turns out that I can't boot period. After searching for tutorials or troubleshooting and things, I am left with the option of hooking the hard drive to my machine and just dragdrop the file into system32. This is where my question comes in (sorry, for the long explanation). I plug it into the cables I was using for an extra SATA drive and boot up Windows. It doesn't see it at all. I go through BIOS looking for some settings to change and everything that looks relevant (LBS, etc) is on auto. And there doesn't seem to be a place where I can add one manually.

I downloaded the WD diagnostic and it saw my other IDE main drive, but that's it. My last resort (which probably should have been my first resort?) is to boot into Ubuntu and see if that recognizes it. You guys are my last hope. I rarely ask for help on forums because I know so much is already out there, but I looked and looked and found nothing. This is my family's fun/business computer, so I would like to get it up and working as soon as possible. Any thoughts you guys have about anything would be so appreciated.

One additional piece of information. The hard drive is not on. This is almost worst, since its plugged in. Now I'm even more confused. Any ideas?
 
Another little update. I did try it in its own computer and it turned on, so the drive obviously works. I really don't know what I'm doing wrong so that it doesn't even turn on. When I plug the same cables into my other hd, they work fine.
 
is ur controller sata1 or 2?
the hd is sata2, usally there´s a jumper on the hd to choose btw. sata1 (150mb/s) and sata2 (300mb/s), play with that one.
 
So on the side it has a section of 2x4 pins. Usually that controls slave/master and 1x4 does the 1.5/3.0. At least I thought. So on my other 3.0 hard drive (my motherboard only supports 1.5), I had to switch the jumper settings to cover the last two pins. So I'm not sure where to put them on this 2x4. I tried a few, but to no avail. There is no description on the hard drive either. I'm pretty lost.
