Detecting security

How can I detect that the client browser is being set to high security mode?

Yes, I mean the same.

I know how to access it from the IE browser. What I want to know is from a server side script or javascript. I want to divert to different pages after checking the security settings such as ActiveX/Plugin enable or disable, cookies enable or disable, etc.

Well I'll be honest and say I dont know much about how to
do that, unless you want to set up something simple like
Net Meeting or VNC Viewer (which is almost undetectable to
the user)....or have a look at this web page for some more
tools...
