Detecting screen changes is probably not the best way to do this. Even a camera aimed at a room with no one in it will have plenty of motion from changing time of day, motion of the sun, passing cars, and all kinds of things. Even the camera, due to the way digital video works, will have slight changes from frame to frame even from an identical scene. I think this is a much more complex problem than you're imagining. I'm sure there are applications out there to do this, but it would probably be costly and not really the best way to monitor a lobby.
The simplest solution might be to just get a motion detector. There are many different types for many different purposes. This would be cheap to purchase and quick to set up.
