detect if scroll necessary

Hello there,

I've got a page wirh a layer that contains info within a second layer. Two other layers handle the scrollingup and -down. Is it possible for the browser to detect weather scrolling is necessary or not? Well, if that should be the case THEN the scrolling function is called upon and the two layers, which contain the navigatinimages, will be visible.

The basic script is a Dreamweaver extension.
