Detect files that exist on client machine

Greetings,

I have an online course with 50 sounds files that are preloaded at the beginning. Only the users with dial-up need this. It's streaming for the high speed connections. But it takes SO long. Is there some type of Active X control or cookie or script I can create that the user can perhaps download to detect these files are already in their cache so it doesn't run each time? Any thoughts would be greatly appreciated. Or any thoughts on alternatives to the preload would also be appreciated. Thanks.
