Do you mean that fields have gone beyond the report area? Use View > Zoom > 75% to see them and then move them back. Or limit a field that overlaps.
It helps to give your Crystal version - 8, 8.5, 9, 10, 11 or whatever. Methods sometimes change between versions, and higher versions have extra options. In this case, it probably makes no difference.

Do you mean that these are detail lines in a group? That it prints some on one page and some on the next? If so, right-click on the group header or footer and choose Change Group. This lets you choose Keep Group Together and also Repeat Group Header On Each Page.
If it's actually printing outside the print area, then that's outside my experience. And I've never used underlays.

Yes, instead of printing on page 2 to allow room for the page footer on page 1, the printing extends beyond the bottom of the page, pushing the page footer out of sight.
