Detail lines in a report skips/separated by space

I have a report with several supreports feeding into the main page of the report. Looks similar to this:
Headings

Category Count1 Count2 Total
Enrolled 2 3 5
Removed 1 2 3 Then it jumps down several lines


Carried in 4 6 10
Carried out 2 3 5

I can't seem to move them together no matter how small I make the subreports. What am I missing?

Check to make sure that the Can Shrink property is set to No for all sections of your subreports.
