destination text file configuration

I am trying to use a csv text file as the destination for a DTS. Does the text file have to exist first? If so, what should it contain to be used as the destination. I cannot figure out any combination that works. I keep getting errors when trying to use a text file as my destination. It appears to expect some format for the destination but I'm not sure what it is looking for.

Any ideas?

No, it is not necessary for the file to exist before running the DTS export package.
