Destination code issue

I have a customer with 4 sites currently connected with IP trunks.
Main site leading digit is 1
2nd site leading digits are 41
3rd site leading digits are 52
4th site leading digits are 81

There are more sites to come. The main site is a 400 4.0 the rest are 50's at 2.0. Each remote site has all the destination codes to reach any site and works fine. The main site can reach the destination codes for leading digits 41 and 52 but I get an error when I try to enter 81
Error happened: Error detail: User input contains invalid value.

It will let me enter 80 or 82 but not 8 or 81. I can not find a conflict anywhere. There are no DNs in that range. The system will even let me renumber a DN to 8100 with out error. There are no line pool access codes set to 8 and the parks are set to 3.

So the question is where else do I look for this conflict or should I just give up and renumber the remote site to an 82 series of DNs.
 
do you have DIDs? or any target lines with recieved digits starting in 81XX.
This would cause conflict.
 
Thats what it was.

They are receiving 10 digits on their DIDs and the area code is 810.
