Desperate - Oracle Report does not display all the panels in runtime

Hi,
I created a report using oracle reprts 3.0. The report consists of 20 panels on each page, mainly text and boilerplates. When I view the report in the live previewer, all the panels are displayed.
In the runtime, only a part of the report is displayed.

I tried changing the parameter BUFFERS to 9999 - the highest value allowed, but it doesn't work out.
Do I need to change some other runtime/system parameters?

I have been scratching my head over this for a long time now and am totally at a loss. How do I fix it?

Please help me out of this !!!

Is runtime to display EXACTLY same data as in design?
Is the data missing the same way in different output formats like HTMLCSS and PDF?
 
Yes, runtime should display the same data as in design.

The data does not get cut-off when the output is generated to a PDF file. However, when sent to a RTF file I am unable to open the file - well, that's secondary for me right now.

Well, yes and no. The users are very particular about being able to see the report on screen.
Is there any way to pop-up the generated PDF document on screen when the report is called from a form?
