desktop shortcut to favourite website 1

How can I create a website shortcut on the Windows desktop with the following characteristics:
- Displays icon of my choice, for personalization.
- Invokes the default web browser, whatever that is (Mozilla Firebird, Netscape, IE) at the time on my PC.
- Starts at the web page of my choice, without having to set a home page or favourites in the browser.
- Does not involve installing a custom program (.EXE) on my PC. Copying a short text or HTML file to the desktop would be OK.

I have tried creating a .URL file with a web address ( in it, which displays an IE icon, but fails to launch a browser. Instead, I get the message: "This Internet Shortcut cannot be opened because failed to run." Mozilla Firebird is my default browser.
 
I haven't tried this with Firebird, but try dragging the url in the address bar to the desktop. If that doesn't work, do the same with IE. Either way, you will need to manually change the icon - right click, Properties, Change icon.
