years ago, someone set up my desktop so that when the mouse arrow reached the edge of the screen, desktop would scroll over so you cold view out of sight short cuts and files. Does any one know how to do this?
 
Sounds like you are referring to "auto hide" for the task bar. Right click on the task bar, then click on "properties". Check the box by "auto hide". Then click "OK". If the task bar is still visible, click somewhere on the screen.
 
Also, "always on top" needs to be checked. If you can't find the task bar, close or reduce any windows and search the edges of the screen with the mouse pointer.
 
I recall a mouse program [disk came with a mouse] that would do that but it was back in the Win3.x days. Haven't seen it for Win9x.
