Desktop Messaging installation error

We've successfully installed a large number of DM clients at our main site, and we use Lotus Notes 6.5.
We are attempting to install the DM client at a remote site, using the same OS and installation method as the main site. We receive a error stating that Outlook.dll cannot be found. The only difference between the main site workstations and the remote site workstations is that we have the remote site workstations configured so that any user can log in and check their messages. At the main site, the workstations are configured for single-user access.
We are using Call Pilot 4, with the latest SU installed. The DM client is 4.04.04.32. Has anyone seen this issue before. Any ideas at all?

What I had to do for the shared workstations is;
Log in with "John's" credentials, install desktop messaging for "John", and log off "John". For the next user on the same machine, log them in with thier credentials, and do the install again. You need to have each user log into the machine before you install DM for them. That is the only way to make this work.
 
Thanks for the input. I'll give this a try and hopefully we can make this work.
 
There are two setup's in the client install. Setup.exe is for outlook Setup.msi works for Notes
