Desktop Hover no longer works

I used to be able to hover the mouse over a desktop icon (shortcut to a web page) and it would hilite and display the information of that icon. When I moved the mouse away it would unhilite. Now when I hover, it displays the information but when I move the mouse away it stays hilited. Adjusting the refresh rate didn't help only using the F5 key un-hilites it now. I am using Win 98 and IE 5.5 with all the updates. Does anyone have a helpful hint how to get my desktop to work the original way. It sure would be appreciated.
