Desktop HD with Laptop

Is it possible to attach and possibly format a standard desktop hard drive using a laptop?

Best way I guess would be to buy one of those cheap USB2 external hard drive enclosures.
I've seen them on ebay for as little as £15 ($25?) then it's a plug and play external HDD.
