Desktop Background

I have a user I need to set a background for on his desktop for the pc and in his TS profile, plus he is not to be able to change it.
 
Why not use this as an opportunity to get acquainted with the power of Group Policy? Create a new Group Policy and bind it to a new Organizational Unit (OU) which only has a test user.

Then adjust the User Section (bottom half) of this policy to get the results you want. See what options are available, what you're looking for is there.

I already have been using GP and did work with it today and it works on 2 of 3 TS servers and the policy won't replicate through VPN to the remote site...any suggestions?
 
Is the TS server in the remote site on the domain? If so, is there a DC there too? Are their DNS settings correct (for the VPN adapter)?

What happens when you run gpupdate /force ?
 
The TS Server is remote and I have my DNS servers correct in the VPN Router. If in the TS Server I look at the desktop properities then I can see the pic but justt looking at the desktop it doesn't show.
 
your Terminal Service client (or Terminal Services Administration console) is configured not to show the desktop background. This is a performance setting, and generally a good idea to leave alone. You can configure the Terminal Services Client or the server to allow desktop background to be shown if you wish. Just remember, you'll take a hit in bandwidth.
