Desktop background changed to blue and cannot access server suddenly why

I have domain controller consist from big server install in it windows server 2003 and 20 computer of employee . this 20 computer with windows xp sp2 joined with domain and inside it.
I face problem some times profile of all users changed from original picture to blue screen although when it ping to the server ip is working but you cannot access it.
this happen to all computer inside domain although ip of server not changed and work in all systems inside network but some sometimes not accesses network or folder shared over domain network and background changed to blue but not installed or configure before
What i do to prevent this problem and why this problem happen.

Do you want to allow the users to set their own desktop background or do you want to choose a single background for everyone???

The problem is desktop i assign to user not show in desktop users some times
because some problem in network
