Certainly you can, but to do it, you have to widen the swim lane. Just select the organization block for the swim lane that you want to widen, hold the SHIFT key, and press the DOWN arrow to widen, or the UP key to narrow. You can only narrow the lane if there is nothing in the area that you are removing - unfortunately, you have to move stuff out of the way by hand.
