design button is greyed in forms

I am helping an organization with their ACCESS system (the developer has moved on).
I made a copy of the database and brought it home to work on it. when I open it while Shift key is depressed, I can get to the tables, etc. For the tables, all keys (open, design, new) are visible but for forms and reports, only open key is visible. I have tried PF11 and also made sure all the security permissions are turned on.

What am I missing?

Keep the shift key pressed when opening the database.
Then check the references by opening some VBA code e.g. by opening a module.
Check for libraries with a name starting with "MISSING" and uncheck these.
When necessary replace such a library with a newer/older version.
 
just a thought it is not an MDE is it
