It really depends on what server-side languages you have available to you.
If it's PHP, I'd suggest ... Otherwise, Ultimate Bulletin Board isn't too bad (
If neither of those float your boat, you could always try searching on Google for "Bulletin Board Software"

PHPBB is very good - and free! vBulletin is also good but there is a charge. Quite a number of hosting companies now offer PHPBB as part of their hosting package - might be worth checking out.
