Deploying C# Project

I am trying to add a licence agreement to the user interface of the installation wizard when i deploy my project. I have added a new project went through the deployment wizard and on the user interface screen added a new dialog for licence agreement. Ive selected the rtf file in the properties. But after ive built the project and click install the licence agreement form is always blank.
Please can someone tell me what I need to do so that the content of the rtf file is displayed
