Deploying ActiveX Documents

I converted a VB 6.0 project to a ActiveX Document exe using the ActiveX Document Migration wizard. I also created a internet package(.cab files) using the Package and Deployment wizard. I used the Web publishing wizard to publish all the necessary files(the .cab files, .htm, and the exe) to my IIS server on my machine. The ActiveX document works fine on my machine when i bring it up in Internet Explorer. However if i test it from another machine, it comes up with a File Download dialog box asking whether to open or save the document. For some reason it does not download the document.I also lowered the security settings on the IE to low, but that does not help either. I am not able to figure out what else i need to do. Please help!
 
Active X docs seem to be more trouble than they are worth.
In my experience you need to have several settings in IE:

the top 5 settings in the security settings need to be at prompt or enabled.
When you get asked to save or open select open from location, sometimes i get that and opening it from location gets it to work.

If you can avoid using them though I would. They are a pain to update, and god help you if a reference for .vbd gets into the registry!
