Deploy my client application using COM+ to Windows 98

here's the scenario:
COM+ Server is in Windows 2000

my Client Application will deployed in Windows 98.

but when I run the program i keep getting the message "Activex component can't create object"

i ve already installed the application proxy in windows 98.

are there any settings i need to set???
