Denying users telnet access

Does anyone know how I can deny particular users telnet access in Red Hat 7? I telnet to my machine from a variety of places, so I can't use the hosts.deny file, and I want the users to still have FTP access.
 
Simple just change the shell of user instant of /bin/bash make it /bin/false or /bin/true

remeber this sheels must be present in /etc/shells

heck i just go to /usr/bin/telnet and change the permissions so only root can access telnet
 
shell rights can work well, but i would really recommend the use of a more secure means of remote access.. SSH [Secure Shell]... check out and ftp.ssh.com to get the UNIX source of this server, or openssh as well..
