Denying internet access to different users on 2000 pro

I have a network all 2000 professional and 2 nt servers one acts as my firewall and dns server. I am using static IP addresses and pop email I ave certain users that do not need internet access and some that do on the same machine is there anyway to deny access to users that do not need access but allow the others to use it.
 
It'll be useful to know how you manage your internet access, are you using Proxy or Wingate? If so then look at something like WebSense or Surfcontrol. With that you can allow or deny internet access depending on IP, logged on user, or PC. You can even restrict access to certain websites.

Otherwise, even a good broadband router can be configured to share internet access to certain IP's
