deny second of a user connection

Is there a way to deny a user's second connection on Tru64 box.I have tried with a script ,it works by ps command but when 1200 users try to get login system goes low performance because of ps command use resorces too much and users waits too much to logon as well.
I think there should be a parameter to set limit of a users connection count.

Any clue would be perfect

scripts are bad as users can bypass them

if you havent found way out in your systems documentation - might be openssh is the answer

OpenSSH is a secure (encrypted) and fully working replacement for telnet/ftp/rlogin/whatever
its homepage is
if your systems "login" (see "man login") procedure doesnt support locking out second users session - then there are many replacements to inetd (like xinetd, daemontools etc) which can limit system load used by login sessions by limiting their rate/count etc

I think you are up to compiling one of these tools right now (-:
