Deny file download

Is there a way to allow users Internet access, but not let them download any files. We have some users on our network who need to be able to browse the internet, but I don't want them to be able to download anything. We've got a Win2K AD PDC, with mostly WinXP Pro workstations.

. if the users are defined as limited users, it should not matter what they download. You control extactly what software they can install;

. you could remove the download options for IE, sort of. See if any of the following help:
