Deny email forwarding. Possible?

Dear All,

one of my users asked me if it would be possible to send an email within our domain (using exchange5.5, actually even only within the office) and make it impossible for the recipients to forward it.

I have no idea how if that could be possible. If anyone has some ideas or suggestions please let me know.
