Deny Access to interet for certain PCs

This is the plan, to cut noise down in one of our librarys we need to limit internet access down to certain PCs. So all the PCs I want to deny access to the internet have got a static IP. I've tried to do this through our web filtering software (Smartfilter) but it doesn't work.
Students and staff have a different profile and go through seperate Proxys. Can we ban certain PCs in the Students Proxy Server?

Using Proxy 2 on Win2K sever.
 
The PC's you want to deny Internet access to -
Is Tools>InternetOptions>Connections>LAN Settings available to Staff/Students - probably not? If only available to Administrator can you uncheck LAN settings on the PC so that the actual PC has no Internet access. Just a though!

Hi,

In win2k server set the group students with permissions to not go to internet or set the ip range not allow.
