Denie install without Administrative Priviliges. (w2k)

I got this message in a Classroom when I wanted to install a Program (Opera for example) :

And I want to have the same think in my classroom,
but I don't know how to do it, I think that you have to change a Key in regedit or to denie acc to a Key, don't know for sure.
Maybe somebody knows how to do it ?
 
rigth click on My Computer, selecet manage-Users and Groups

Add the account you wish to be resticted from installing or making registry changes into the Users Group.

if your pc is member of a domain and group policies are pushed , go see the domain admin ,so you can centralize you actions...

The user is already in the Restricted Group.
