Denial event 1920: LM fail

I have a CM 4.0.2 system that is not allowing IP phones to register with the system. The system currently has over a thousand phones registered and working but is not allowing any new registrations. Also if you disconnect a phone it is not allowed to reregister. The system has plenty of IP licenses so that is not an issue. Also there are sufficient CLAN resources for registration. All CLAN’s currently have phones registered. List trace ras shows the following denial event.

Do a 'display capacity' and check your Station Capacity on page 9.

That alarm is defined as.
1920 IP GRJ-RRJ: new LM fail Registration rejected because of failure in
creating a new Login Manager. Possible
causes are:
• No available heap memory to
create LoginMgr
• Cannot start LoginMgr timer
• Clock not set
UID IP address of
the endpoint

As Kevin points out try the disp cap to check consumed licenses , also check status health for any issues , if you have administered IP endpoints that are not in use they will be consuming a license , to find them "list mulitimedia ip-unregistered" then run a list usage report on any stations that you can remove as this will show you any membership of hunt groups etc , they will need to be deleted from there before the system will allow permenant removal.

Found the solution on this one. Did a reset system 4 to clear it. As soon as the IPSI's registered the system allowed additional IP phone registrations. My guess is that the LM (Login Manager) is a communication manager process that can get locked up. Thanks for the posts!
