Denial Event 1644...To Cell Phone in Mexico

Having a problem with dialing one cell phone number in Mexico. Not sure if Denial Even 1644 is really caused by PBX or CO. Funny thing is, other locations within our company can dial this number without issues and seem to be setup the same way, maybe I'm missing something.
