denial event 1166: Unassigned number ??

I'm trying to dial international from this ext. and getting a fast busy.

This is what came out from the list trace
it ends with this:
denial event 1166: Unassigned number

I checked the FRL on the trk grp and route pattern and the COR. Everything seems fine.

If the FRL on the route pattern is 0 and with a COR FRL 5 will the call go through?

Did you check that you send correct caller ID with your international call from the extension? It may be rejected by service provider if no caller ID or incorrect.
