Delphi 5 application (win32) with kazakh language texts

Hi all!

I have an application developed in delphi 5 as program language (VCL Win32).

I would know if is possible to show text messages in kazakh language, or one language that not appears in the list of languages for Non Unicode programs in Windows 7.

Setting the Russian language in the language list for non unicode programs of Windows 7 the messages appears in Kazakh language but with some characters is showed with the symbol ?

I don't know if exists one Kazakh language pack for adding to the list of non unicode programs, or if there are some kind of mechanism to show messages properly in Kazakh language.
