Delphi 1 has never been released for public access.
If you have Delphi 2 or 3, you'll find Delphi 1 bundled with it (maybe D4 as well, it was scrapped at one time).
Mind that Delphi 1 is not certified 2000 compliant, just as Windows 3.x are not compliant.
