Dell start up problems

I recently aquired a Dell Deminsion XPS T550.
When I power it up, it stays in the initial big blue 'Dell' screen. I tried to set it back to default settings by removing the battery and by moving the BIOS jumper to pins 2-3 and powering it back on. Nothing changes, I though I should have gotten the maintenance screen of the system setup program. I powered it off, replaced the battery and moved the BIOS jumper back to 1-2. Still no difference. Any suggestions would be great.

They'll do that sometimes while auto detecting drives and stuff. Let it sit like that for ~10 minutes. If it still sits there the disconect everything except the essentials and see if it will POST.
